In June of 2008 a proposal from Kwidzyn county was sent to the Executive Agency for Competitiveness and Innovation (EACI) of the European Commission in Brussels and in December 2008 an invitation to negotiate the proposal was received.  Assessment of the application was scored 7 points out of 10.
In June of 2009  Kwidzyn county and EACI signed a contract for a grant from the Intelligent Energy Europe Programme II (Intelligent Energy for Europe) to establish a regional energy agency.
In December 2009an Association of Regional Energy Management Agency in the Vistula River Valley was founded and registered.
The grant annex was signed in February 2010.The project was formally launched March 1, 2010.
